AJ Consultants has been retained by Capital Bank to manage the search for their next Chief Information Officer. This exciting Executive Leadership role will report to the CEO and partner with them. This person will be responsible for all technology and a part of growth strategy and technologies place within it.

Position Purpose
The Chief Information Officer (CIO) partners with the CEO, Executive Management Team (EMT), Board of Directors (BOD), and other key leaders to provide vision and leadership for the Bank’s IT Systems and Infrastructure, developing and implementing information technology initiatives to support innovation and growth in conjunction with the overall Bank strategy. The CIO leads all areas of technology including infrastructure/operations, Information and Cybersecurity, Enterprise Applications/Integration, Testing, Software Engineering, and Strategic Delivery.
This role will report to the CEO and directly manage SVP, IT Infrastructure Operations SVP, Business Information Security Officer SVP, Head of Enterprise Applications, and Integration SVP, Strategic Delivery.
Position Responsibilities
· Participates in the strategic and operational planning processes of the organization as a member of the Executive Management Team
· Supports organizational growth by establishing and leading IT strategy that takes advantage of established and emerging technologies, collaborating with leadership throughout the organization.
· Evolves IT strategy across the bank focused on delivery, integration, and interoperability of core banking platforms and IT applications including use of middleware/APIs to partner with outside firms to enhance the Bank’s capabilities.
· Chairs the IT Steering Committee(s) and participate in other committee meetings as required.
· Identifies and build strong relationships with key stakeholders across the Bank to support long-term organization goals and helps evaluate and prioritize IT investments and strategic initiatives. Builds and maintains a reliable, resilient, redundant, compliant, and secure enterprise architecture that supports a nimble business strategy across cloud, on-prem and data infrastructures.
· Advances the organization’s data and information management capabilities through a robust, secure and scalable data infrastructure with a focus on data architecture and design, database administration, Extract Transform & Load (ETL) processes and quality assurance.
· Ensures high quality and customer focused day-to-day operations of technology and associated business applications.
· Ensures that the IT Help Desk runs seamlessly within established SLAs and KPIs to meet the needs of stakeholders.
· Oversees incident management and IT change management processes to mitigate downstream risks and issues from technology upgrades and enhancements.
· Ensures compliance with all IT regulations and best practices as outlined by the Federal Financial Institution Examination Council (FFIEC) through its IT Examination Handbook.
· Creates state of the industry dynamic security practices and continue to upgrade cyber security across the bank, leveraging advanced cyber security tools and solutions.
· Develops and maintains an appropriate IT organizational structure that supports the organization’s needs, including information and cybersecurity.
· Mentors and coaches direct reports within the team to help develop them for future roles and provide proper succession.
· Manage performance of the team and conduct performance reviews within the processes of the Bank.
· Keeps current with trends and issues in the IT industry, including current and emerging technologies, best practices, and costs/investments to advise, counsel, and educate executives and management on their competitive or financial impact.
· Works with the Risk & Compliance function to ensure that the Bank has an effective organization-wide IT disaster recovery and business continuity plan.
· Promotes and oversees strategic relationships between internal IT resources, external entities and outsourced service providers.
· Develops, tracks, and controls the IT annual budget.
· Ensures compliance with legal and regulatory requirements in the exam domain areas of data confidentiality, data integrity, data availability (business continuity planning), vendor management and IT management.
· Reviews hardware and software acquisition and maintenance contracts and pursues master agreements to capitalize on economies of scale.
· Maintain security standards and IT policies appropriate for the Bank’s size and complexity.
Minimum Education and Experience
· Requires a bachelor’s degree and at least 15 years’ experience in the field or in a related area – familiar with a Banking technology (Core, CRM, LOS, Data Warehouse, Workflow, ITSM, Digital and Online Banking, API-Gateway) and banking architecture, practices, and procedures.
· Minimum of 10 years’ experience working in the financial services industry
· Demonstrated record of successfully leading complex IT organizations through changes and alignment with security and regulatory compliance.
· Successful experience working in a highly regulated environment implementing FFIEC and other IT best practices for Banking Operations.
· Strong experience designing and administering enterprise architecture inclusive of cloud environments (Azure experience preferred)
· Strong experience managing Cloud architects and implementing cloud-based solutions.
· Experience in IT Operations, networking, server and network systems, firewalls, virtual private networks, access controls, and Microsoft Active Directory.
· Experience recommending new technologies or technology enhancements to improve customer delivery, reduce costs, and/or to provide a strategic advantage.
· Relies on extensive experience and judgement to plan and accomplish goals and performs a variety of tasks.
· Substantial exposure to data processing, hardware platforms, enterprise software applications, and outsourced systems.
· Experience with systems design and development from business requirements analysis through to day-to-day management
· Experience in creation and execution of business aligned technology strategy
Technical Knowledge and Skills
· Proven experience in IT planning, organization, and development
· Subject matter expert with all IT regulations as outlined by the Federal Financial Institution Examination Council (FFIEC) through its IT Examination Handbook.
· Advanced knowledge of Sarbanes-Oxley IT General Controls, IT Application Controls, and third-party client control considerations preferred.
· Thorough knowledge and experience in leveraging and implementing industry and government standards and frameworks including but not limited to: Information Technology Library (ITIL), Control Objectives for Information and Related Technology (COBIT), International Organization for Standardization (ISO) 17799/27001, US National Institute for Standards and Technology (NIST), and Payment Card Industry (PCI) Compliance is a bonus.
· Excellent understanding of project management principles
· Demonstrated ability to apply IT solutions in support of business problems
· Proven leadership ability
· Ability to set and manage priorities judiciously
· Experienced in the fundamentals of IT Services Change Management.
· Ability to work with the team to build/refine banking capability and maturity architecture/model
· Ability to mange through Total Cost of Ownership model to optimize cost to serve
· Fair understanding of next-gen technologies to grow the business capabilities. Example: RPA, AI, Generative AI, etc.Microsoft office software suite (Word, Excel, PowerPoint, etc); excellent oral and written communication skills.
